Descripción: BACKGROUND

LC6 is the Country Management Unit (CMU) responsible for overseeing the World Bank’s (Bank) program in Bolivia, Ecuador, Peru, and Venezuela. This program consists of about 35 projects under implementation, and some 8-10 new operations per year, along with an active program of Economic and Sector Work/Analytical and Advisory Activities (ESW/AAA), and dissemination, consultation and outreach with civil society. In addition the department has a significant portfolio of Trust Funds in each of the countries.

LC6’s responsibilities include: (1) country strategy formulation and implementation; (2) portfolio management; (3) policy dialogue; and (4) country relations. The goals of the department are to ensure that: (i) the Bank’s program is carried out in the four countries in a manner which is client responsive and relevant to the development challenges facing the countries, (ii) the program can be realistically carried out within the department’s budget parameters while meeting the Bank’s standards of quality; and (iii) this program generates the intended development impact

Management is decentralized, with the Country Director, two sector leaders and the Operations Advisor located in Lima. The Lead Economist and a Sr. country officer are at the Anchor Unit in Headquarters.

DUTIES AND RESPONSIBILITIES

The Junior Professional Officer (JPO) will join the LC6 Anchor team to support the CMU’s in the coordination of the programming and implementation of the Bank portfolio in the Andes. The selected candidate will contribute to the dialogue with country counterparts, monitor the quality of the portfolio, participate in the countries strategy progress assessment, and support technical teams in addressing country issues. The JPO will report to the Sr. Country Officer (and to the Lead Economist for the activities related to Poverty Reduction and Economic Management (PREM).

The JPO’s responsibilities will include: Support the monitoring of the Bank’s portfolio in LC6’s countries (e.g. assessing portfolio quality and analyzing country issues that may affect portfolio performance). Provide quality control on inputs and diverse products/outputs related to the Bank’s activities in LC6’s countries (e.g. country briefings, background reports, case studies, portfolio performance reviews, etc.). Support the coordination of visits from delegations from LC6’s countries; including the preparation of the relevant logistics and briefings for senior management; Review and process operational documents, coordinating across disciplines and project team members. Facilitate communications and collaboration between the CMU and the country teams as well as other Bank units, by supporting the organization of regular country team meetings. Respond to ad hoc information requests from internal and external parties. The JPO would be based in Washington DC.        

Requisitos: INGENIERÍA SUPERIOR

ü      Masters degree in economics, political science, public sector management, law, engineering, or other relevant discipline and 2 years of relevant experience.

ü      Demonstrated analytical and operational skills.

ü      Ability to deliver timely and high quality products in his/her areas of responsibility.

ü      Familiarity with computer programs useful for operational analysis, such as spreadsheets, databases, statistical software, and graphics.

ü      Excellent writing and oral communication skills, and proven capacity to work effectively with colleagues and clients.

ü      Interest in networking, both internally and with outside organizations, and a demonstrated ability to package and share information.

ü      Proficiency in English and Spanish.

ü      Field experience in a developing country is a plus.

Descripción: The Investment Climate Advisory Services (IC AS) of the World Bank Group helps governments implement reforms to improve their business environment, and encourage and retain investment, thus fostering competitive markets, growth and job creation. Funding is provided by the World Bank Group (IFC, MIGA, and the World Bank) and over fifteen donor partners working through the multi-donor FIAS platform. IC AS offers advisory services through products such as Business Entry, Regulatory Governance and Licensing, Trade Logistics, Tax Simplification, and Secured Lending under the Regulatory Simplification practice area; and Investment Policy and Promotion, Industry Competitiveness, and Access to Land products under the Investment Generation practice. The Doing Business Reform unit, with services such as the Doing Business Reform Advisory and Subnational Doing Business provides targeted interventions on designing and implementing reform agendas to

improve clients’ business environments as measured by the Doing Business indicators. Headquartered in Washington, DC, the team operates on a decentralized model to better serve its clients. The Department has operational hubs in Belgrade, Dakar, Johannesburg, Nairobi, Sydney, and Vienna, as well as staff located in other World Bank Group field offices. The current portfolio of the Department has a strong emphasis on IDA and post-conflict countries, with over 50 percent of resources spent in Sub-Saharan Africa.

IC AS has identified climate change as a new strategic priority and is looking for additional expertise to help identify, design and implement an investment generation program to promote Foreign Direct Investment (FDI) projects that mitigate greenhouse gas (GHG) emissions and/or stimulate low-carbon growth in developing countries. IC AS will offer sector-specific rapid diagnostics and policy framework recommendations to client governments to unlock potential for FDI attraction in green industries and renewable energy. These recommendations will focus on improvements in the supply chain, and provide solutions, building on the existing relevant investment climate products, which range from taxation, trade logistics and licensing to investment promotion.

CIC is already in the process of identifying pilots and seeking additional donor support in the following areas: (1) energy efficiency in buildings, (2) regulatory impact assessment incorporating GHG emissions; and (3) “green” or low-carbon special economic zones. There are plans to expand these areas of work to include the promotion of climate-friendly investment in specific sectors including: renewable energy and energy efficiency technologies, agribusiness and forestry. As these work areas are rapidly evolving, specific locations and sectors are not known at this stage but will be determined during the course of the assignment following diagnostic work and through discussion with IC AS management.

DUTIES AND ACCOUNTABILITIES

Working closely with other members of IC AS, the Junior Professional Officer (JPO) will help to develop and implement sector-specific diagnostic tools and related investment policy solutions.

This work will lead to specific project-based work with private sector investors within countrybased WBG assistance programs. Tasks will include:

1. Support the product leader in the development of a general assessment framework of the investment environment for the promotion of investment green industries covering dimensions such as market access and (foreign) ownership restrictions, information availability, specific low-carbon investment promotion activities, pre-establishment procedures and access to land (especially in relation to biofuel and renewable energy

investments).

2. Designing investment generation policy and regulatory solutions that could include:

• Specific policies supporting (a) mandatory or voluntary energy efficiency standards for appliances, buildings and vehicles, and (b) the sustainable management of forests and the natural environment that are consistent with the reduced emissions from deforestation and forest degradation (REDD) program.

• Federal or state/local level incentives that promote (a) renewable energy, (b) energy efficiency and (c) forest management.

• Energy policy that includes deployment of renewable generation capacity and allows private companies to procure renewable energy and to sell it to consumers.

• Forestry policy that defines, measures and enforces avoided deforestation.

• Public sector leadership programs and climate-friendly public procurement policies,

• Financing mechanisms that enable either private sector or government owned entities to implement projects that generate renewable energy, implement energy efficiency projects or promote avoided deforestation.

• Longer-term capacity-building programs to measure and verify GHG emissions.

3. Project implementation in client countries:

• Manage country projects, negotiating program scope and content with governments, managing relationships with governments and stakeholders, delivering work program an achieving reform and investment generation targets.

4. Support the product leader in the production of a knowledge management product and managing the dissemination of lessons learnt for investment generation in green industries at IC AS and through the WBG, and to target country governments.

This position is based in Washington, D.C.        

Requisitos: INGENIERÍA SUPERIOR

ü      Master’s degree in environment and/or forestry management, engineering, business, finance, economics, law, or other relevant field.

ü      At least two years of experience in the industries related with environment preservation, green industries, and renewable energy sector.

ü      Strong understanding of investment climate issues related to promotion of green industries.

ü      Experience with designing and implementing private sector development technical assistance programs, particularly those focusing on policy and regulatory reform projects in developing countries.

ü      Extensive experience in negotiating with governments and other stakeholders.

ü      Proven ability to work in a team and intercultural environment, with minimal supervision.

ü      Hands-on and action-oriented approach.

ü      Ability to handle MSWord, MSExcel, MSPowerpoint.

ü      Excellent oral and written communication skills in English.

ü      French desirable.

ü      Enthusiasm for and commitment to development work.

ü      Willing to travel.

ü      Field experience in developing countries a plus.

Descripción: The Latin America and Caribbean Region (LCR) is organized in six Country Management Units and four Sector Departments (Human Development, Sustainable Development, Poverty Reduction and Economic Management, and Operations Services). On September 17, 2009, the World Bank (Bank) Bank Board of Directors reviewed a new Country Partnership Strategy that guides the Bank’s work in the Dominican Republic (DR). The new Strategy gives special emphasis to protecting the poor while enhancing competitiveness and strengthening public institutions for performance accountability in the country. This objective and priority areas will be addressed by implementing actions to achieve 4 strategic objectives:

(i) Strengthen Social Cohesion and Improve Access to and Quality of Social Services,

(ii) Promote Competitiveness in a Sustainable and Resilient Economic Environment,

(iii) Enhance Quality of Public Expenditures and Institutional Development, and

DUTIES AND RESPONSIBILITIES

The Dominican Republic Country Manager is seeking applications for the position of a Junior Professional Officer (JPO) to focus on Economics and Poverty Analysis work. S/he will work as a specialist for the Caribbean Country Management Unit. This post requires a proactive approach to manage a varied workload in support of a dynamic and highly visible work program.
